Pull login and last active data from the Admin Console for every product and every seat. Match it against your entitlement record and flag anything below a usage threshold you set in advance. Group the dormant seats by product and multiply by the per seat cost you actually pay, not list, to get a defensible dollar figure.

Account for seasonality and role before you finalize. Some seats are dormant for legitimate reasons, and including them weakens the case. A conservative number you can stand behind in front of Adobe beats an aggressive one that falls apart under a single question.

Using the number
