Build a clear assignment process

In a large team, seats get handed out informally and rarely handed back. Without a defined process for requesting, approving, and removing licenses, the named user count only ever grows, and the bill grows with it.

Set a simple workflow that ties every assignment to a real need and a named owner, and that triggers a removal when someone leaves or changes role. A little process discipline up front prevents the slow accumulation of seats that nobody can later account for.

Use the Admin Console to see real usage

The Admin Console exposes who has been assigned what and how recently they have signed in. At scale that data is the difference between guessing and knowing, and it surfaces dormant seats and over provisioned All Apps licenses you can act on immediately.

Review usage on a regular cadence rather than only at renewal. Quarterly reclamation of idle seats keeps the deployment honest, and it means you arrive at each renewal with an estate that is already right sized rather than one you have to untangle under time pressure.

Give cost an owner and report it back

When Creative Cloud spend sits in a central IT line, the teams generating the demand never see the cost of their requests. Attributing seat cost back to the business units that hold the licenses changes the behaviour that drives spend.
