Find the access no one uses
Start with real usage rather than assumptions. Pull active named user data and product engagement, then separate seats that drive work from seats that sit idle. In most estates a meaningful share of licenses go unused for months, and those are reductions that cost the business nothing because no one was relying on them.
Look for overlap as well as idleness. Where two products do a similar job, or where a full suite is assigned to people who use one application, you can step users down to what they need without taking away a capability anyone misses.
Right size in stages
Reducing safely means reclaiming in waves and watching the result, not slashing in one move. Pull back the clearest shelfware first, confirm no one is blocked, then move to the harder cases. A short reclaim and reassign process catches the rare instance where a quiet user did need the access, so reductions never disrupt the work.
Time the larger reductions to the renewal. Adobe agreements often resist mid term cuts, so the cleanest moment to lock in a smaller, accurate commitment is when the contract is being rewritten anyway.
Protect access in the contract
Reducing scope is only safe if the terms let you flex later. Negotiate the right to add seats at the same discounted rate, so right sizing now does not punish you if demand returns. Keep the products you depend on at firm pricing and shed only what the data shows is genuinely surplus.
A clear record of what was cut and why protects you in any later compliance conversation. When the reduction is documented and deliberate, it reads as good management, not exposure.
