Start with the admin console
The Adobe admin console already records who has been assigned a license and when each person last signed in. That single export is usually enough to surface the obvious shelfware in an afternoon.
Pull the assignment and last activity data first. Anyone holding a paid seat who has not signed in for months is a strong candidate to reclaim, and you have not had to buy a tool to find them.
Compare entitlements to active use
Set the licenses you are entitled to against the licenses showing real activity. The gap between the two is your shelfware, and it is often larger than teams expect once leavers and role changes are included.
Cross check against your identity directory so accounts for people who have left are caught. Those seats are pure waste and the cleanest of all to remove.
Rank the reclaim list by saving
Not all shelfware is worth the same. Rank candidates by the cost of the seat and the confidence that it is truly idle, so you act on the biggest, safest savings first.
Move on the high value, low risk seats ahead of renewal so the true down lands in your next commitment. Capturing it after you sign is far harder and often impossible until the following cycle.
