Two sources of truth, one negotiation

Most enterprises run a software asset management tool that counts installs and entitlements, while Adobe maintains its own view through the Admin Console and named user records. These two pictures almost never line up to the seat. The gap is not a rounding error. It is the exact space in which a true up is argued, so the side that can explain the difference holds the leverage.

When you cannot reconcile your own SAM data with Adobe figures, you walk into the conversation accepting Adobe number by default. That is the most expensive position there is, because the vendor count is built to surface every chargeable seat and none of the credits.

Where SAM tools and Adobe data diverge

Named user licensing means Adobe counts identities in its console, not installs on machines. A SAM tool watching endpoints will miss seats provisioned to people who never log in, and it will double count users who appear under more than one identity. Shared device and feature restricted licensing add another layer the endpoint scanner was never designed to read.

Reconcile deliberately. Pull the Admin Console export, line it up against your SAM entitlement record, and resolve every variance to a named reason before anyone from Adobe asks. Ghost accounts, departed employees still holding seats, and duplicate identities are yours to remove, and each one removed is a seat you do not pay to true up.

Making your data the authoritative version

The goal is not a perfect tool. It is a defensible position you can show without flinching.
