Why external use is the soft spot
Your own staff sit inside a managed joiner and leaver process. Contractors and agencies usually do not. They get provisioned for a project, the project ends, and the seat stays live, often on a personal device or an account that never gets reclaimed. Multiply that across a few agencies and you have a pool of entitlements no one is tracking.
Adobe agreements also place conditions on who may use the software and on whose behalf. Affiliate and third party use, outsourcing, and agency access are exactly the clauses a review tests, because they are where most organizations are quietly out of position.
Read who your agreement actually covers
Check whether your licenses permit use by contractors and by agencies acting for you, and under what limits. Some agreements allow named external users, some require they be employees, and some draw a line between work done for you and work an agency does for its other clients on your seats. Knowing which applies is the difference between a clean position and an expensive finding.
Where agencies bring their own Adobe entitlements, make sure the work for you is done on theirs and documented as such, so it is never double counted as deployment against your commitment.
Keep the external footprint clean
Provision external users through the same managed flow as staff, with an explicit end date tied to the engagement, and reclaim the seat when the contract closes. Maintain a register of which external parties hold which entitlements and on what basis, because that register is your evidence if a review ever asks.
The buyer side outcome is an external user population that is small, documented, and contractually permitted, so contractors and agencies add capability without quietly adding compliance exposure or feeding a true up.
